I am directed to acknowledge the receipt
of your letter of the 10th. January with which you transmit
a draft telegram addressed by your Association to the
Secretary of State for the Colonies.
2.
I enclose a copy of the instructions of
the Colonial Office regarding the transmission of corres-
-pondence, from which it will be seen that the principal
reason for the rule as to forwarding through the Governor
is that the Governor may have opportunity to make such
report on the communication transmitted as its contenta may
appear to him to require..
3.
His Excellency the Officer Administering
the Government is of opinion that the subject matter of
your Association's draft telegram and its concomitant
circumstances cannot be adequately dealt with in a tele-
-graphic report; and he further considers the present time
to be singuarly inopportune for approaching His Majesty's
Government by telegram on subjects that are not of immediate
urgency. His Excellency proposes therefore to adopt the
usual course of reporting by despatch.
